Cooperative Finance Corporation (CFC), is a $20 billion financial institution that provides low-cost funding and innovative financial solutions to our member rural electric and telephone cooperatives throughout the US. We have an excellent opportunity for an experienced Vice President, Corporate Compliance to join our team. This individual will be responsible for developing, implementing, revising and overseeing the Corporate Compliance Program.
Responsibilities will include:
Direct programs, policies and practices to ensure that all operating groups are in compliance with financial and regulatory policy and reporting requirements. Revise the compliance program periodically as appropriate.
Responsible for maintaining and expanding visibility of the Corporate Compliance Program at all levels of the company.
Must be able to advise senior management regarding company's Corporate Compliance Program as well as recommend and implement compliance initiatives and evaluate processes for compliance impact.
Report on a regular basis to the CFC Audit Committee, NCSC and RTFC Board of Directors, Sr. Vice President of Operations, and/or internal Compliance Committee.
Track laws and regulations that might affect the organization's policies and recommend necessary changes.
Manage the anonymous complaint reporting hotline.
Ensure independent contractors and agents are aware of the compliance program requirements.
Ensure appropriate background checks are done to eliminate sanctioned individuals and contractors.
Oversee performance of compliance audits/review as directed.
Work with Internal Audit in the performance of compliance audits.
Based on type of report filed, performs compliance interviews and investigates reports of alleged noncompliance to determine the validity, nature, and scope of report.

REQUIREMENTS
Educational and Experiential Requirements:
College degree required
Current professional certification as CFE, CIA, CPA, JD or Ethics Officer preferred.
A minimum of 10 years experience working in compliance or related field including SEC reporting and other regulatory compliance.
Knowledge of Generally Accepted Accounting Principles and Generally Accepted Auditing standards and principles and statistical data analysis.
Experience in public speaking and business presentations.
Knowledge of industry regulatory standards.
Extensive report development and policy and procedure experience.
Demonstrated ability to partner effectively with others in handling complex issues.
Proven ability to work with employees at all levels, including senior management and the Board of Directors.
Project management experience.
Ability to draw on experience and judgment to plan and accomplish goals.
Desired Skills:
Strong interpersonal and communications skills.
MS Office Suite (Excel PowerPoint), Lotus Notes.
Good organizational skills and a positive thinker.
Ability to manage multiple and conflicting priorities.
Strong orientation to deadline and detail.
