Full Job Title: Methods Process Analyst 4 Skills Management Title Methods AnalysisJob Level: NONEXEMPTBusiness Component: Integrated Defense Systems (IDS)Job Description: Directs the work of and trains less experienced analysts. Develops integrated tool and production master schedules for production and tooling work packages. Develops forecast, acquisition and utilization plans and labor hour estimates to optimize resources. Develops and maintains Business System factory definition for manufacturing planning. Analyzes current processes and, using established methods, identifies and implements improvements to maximize efficiency of equipment and personnel. Assesses the impact of changes and develops modifications to existing plans. Coordinates Production and Tooling Operations negotiations to support schedule commitments or statement of work impacts. Develops organization performance reporting systems. Analyzes organization performance metrics and recommends actions to improve performance. Works under minimal direction. Representative Major Tasks (Reflects typical job family activities. Specific activities may vary by Business Unit, region, site or assignment): Directs and leads the analysis of the current and future business environment and develops forecast, acquisition and utilization plans to optimize resources in support of company initiatives and program business plans. Requires minimal management direction and exercises considerable latitude in completion of tasks. Oversees the development and maintenance of Business System factory definition to be used for manufacturing planning. Directs and leads development labor hour estimates for new or revised production and tooling work packages by utilizing labor standards, tool and production design drawing reviews and Tool and Production Operations to support program business plans. Monitors performance to established labor hour estimates. Oversees the development of integrated tool and production master schedules by leading the development of tool and position plan/documents, tool downtimes, rate flow plans, #1 flows and tool sequencing plans to maximize the efficiency of equipment, material and personnel. Ensures the incorporation of program initiatives into the development of integrated master schedules. Leads the identification and implementation of improvements to processes by analyzing current processes and utilizing established improvement methodologies to maximize the efficiency of equipment and personnel and to support company improvement initiatives. Leads and directs the analysis of required changes to approved plans resulting from unplanned events. Assesses the impact of the changes that occur to cost, schedule, resources and delivery. Develops and presents recommended modifications to existing plans to management and obtains approval for plan changes. Coordinates negotiations representing Production and Tooling Operations to support schedule commitments or statement of work impacts. Directs and leads the development and support of shop performance metrics by analyzing data in order to recommend a plan of action for Production and Tooling Management. Directs, leads and trains less experienced analysts in the development, implementation, maintenance and status of integrated shop operating plans to maximize the efficiency of equipment and personnel in order to reduce inventory and meet cost and schedule commitments at a shop or program level. Information Technology Fluency: Extensive and specialized ability in the use of personal and network computing hardware and software to maintain and direct project information, such as, statements of work, resource identification and usage, task status, cost estimating and tracking, etc. Extensive and specialized knowledge of processes and tools to maintain, archive, and retrieve digital files. Extensive and specialized ability in constructing/building and providing reports and presentation material as needed for assigned projects. Extensive and specialized knowledge of identifying and gaining approval of testing of established applications to meet project requirements. Systems Thinking: Consistently evaluates job tasks and processes on how well they help meet team objective(s); identifies non-value-adding components and barriers. Formulates change strategies; frequently seeks input from other project leads and internal employees to evaluate options for change and encourage buy-in. Makes appropriate changes to job/role structures and processes by communicating effectively and focusing on new skill development. Uses extensive measurement systems to monitor the implementation.Notes: This requisition is for multiple positions in various Manufacturing Centers (e.g. F/A-22 Assembly, Composites Fabrication and Assembly, Emergent Manufacturing, Mission Integration) supporting several IDS programs in Puget Sound. Work assignments for selected candidates will be determined by matching each Center¿s specific skill requirements to the individual candidate skills and attributes after the interview and selection process.
