Manager, Mortgage Investments Portfolio
Manages Navy Federal’s multi-billion dollar MIP portfolio. Borrows funds as necessary from various sources to sustain portfolio growth and control total interest-rate, credit, and liquidity risk associated with the portfolio. Works closely with Navy Federal’s Asset-Liability Management (ALM) and Secondary Marketing staff to project, measure, analyze, and report on interest-rate risk levels, portfolio growth rates, portfolio composition, and borrowing requirements. Develops and maintains risk thresholds and decision matrices related to the MIP portfolio.
Provides professional guidance to senior management about various strategies, including, but not limited to: borrowing needs to accommodate portfolio growth, changes in portfolio composition, and measures required to control interest-rate risk. Designs and carries out policies and procedures as required. Implements and coordinates strategies as authorized.
Oversees analytical and statistical studies to determine mortgage loan investment strategies and associated risk. Leads staff of MIP Analysts and other support staff to attain desired objectives. Performs supervisory duties: selects employees, conducts and reviews performance appraisals, counsels, trains and develops employees. Makes budgetary recommendations regarding equipment, staffing and training needs.
Stays abreast of mortgage industry pricing, products, and services. Ensures that the Navy Federal Mortgage Investment Portfolio programs meet objectives. Works with third-party service providers, when necessary, to bring new services onboard, and ensures existing agreements are negotiated or operated in a manner most advantageous to the membership.
Participates and contributes to special projects and studies pertaining to mortgage products, balance sheet management, and investments portfolio management.
Serves as a non-voting member of the Financial Management Committee (FMC), providing reports to and briefing the FMC on a monthly basis. Participates in all Investment Committee meetings, briefing committee members on MIP portfolio performance and strategies.
REQUIREMENTS
Portfolio and/or balance sheet management experience for a depository institution, money manager, or capital market organization
Thorough knowledge of fixed-income financial concepts, fundamental macroeconomic principles, and basic statistical analysis and financial accounting
Strong knowledge of asset-liability risk management, financial modeling, mathematical techniques, and related analytical tools including forecasting and cost-benefit analysis
Knowledge & background in the design and development of investment strategies
Demonstrated ability to effectively lead and direct staff to accomplish specified objectives, and to work successfully and harmoniously within and among organizational groups
Effective verbal, written, and interpersonal communication skills that demonstrate the ability to present findings and conclusions clearly and concisely
Ability to work independently and in a collaborative environment
Ability to work on multiple tasks, exercise independent judgment and initiative
Experience managing projects which involve organization, holding strategy and status meetings, planning and directing the work of participants
