Full Job Title: Business and Planning Analyst 4 Skills Management Title Business AnalysisJob Level: EXEMPTBusiness Component: Integrated Defense Systems (IDS)Job Description: Perform Earned Value Management (EVM), Estimate at Completion (EAC), Variance Analysis, Control Account Oversight, Budget Baselining, Financial forecasting, Risk Assessment and support development of Long Range Business Plan (LRBP). Work in a highly dynamic environment, and synthesize information based on experience and judgment to arrive at optimum solutions to issues. Develops and implements advanced business analysis concepts, techniques, standards, and new applications based on professional principles and theories. Consults with executives on issues requiring specialized knowledge or expertise. Develops, implements, and maintains a cohesive program plan that integrates all activities required to plan, design, build, test, deliver, and support a system throughout its life cycle. Conducts or directs special studies on the effectiveness of existing policies and procedures. Leads organizational or program reviews to meet contractual, industry, or regulatory requirements. Adapts integrated planning and scheduling techniques and processes. Participates in the integration of processes and systems of customers and suppliers. Serves as company representative for supplier site surveys and special project teams. Develops, plans, and coordinates year buys and make-or-buy plans. Assists in technology development, application, and enhancement of automated integrated scheduling and planning processes. Competencies Requires excellent verbal and written communication skills, ability to work well independently and in a team setting without detailed guidance to deliver high quality and timely products. Ability to use independent judgment to analyze and interpret cost and schedule data. Requires knowledge/experience with EVM and Financial processes; and working knowledge of financial management, cost/schedule reporting, and forecasting tools. Prefer strong computer application skills, including Microsoft programs (Excel, Outlook, PowerPoint, Word), CSPR (Welcom OPP and Cobra), and Peoplesoft.
