1st Vice President, Treasury Risk Management
The Treasury Department is comprised of four sub-groups:
1. Finance - Establishes all financing to meet Countrywide Home Loans loan funding, inventory and other debt requirements, including long and short term committed and uncommitted debt programs. Manages all related banking, investment bank and fixed income investor relationships.
2. Cash Management - Sets Countrywide Home Loans daily cash position, tracks inventory positions and forecasts cash/debt requirements. Also manages escrow balances, monitoring of service charges paid to banks, and margin postings related to derivative transactions.
3. Treasury Operations - Controls all cash transactions within Countrywide Home Loans including loan fundings, loan servicing related cash activities and corporate transactions. Develops, installs and monitors all systems and procedures to efficiently and securely move funds within the Company and to third parties. Establishes and maintains all banking systems and bank accounts.
4. Treasury Technology - Develops, installs and maintains state-of-the-art technology to meet loan funding, cash monitoring, bank information and fund transfer requirements. Ensures superior system controls exist to protect Company against fraud or error.
The 1st Vice President, Treasury Risk Management is responsible for risk management related to Treasury department operations and systems. Work involves interfacing with all audit and regulatory organizations. Responsible for the development, implementation, and maintenance of Treasury department business continuity plan. Initiate, implement and monitor preventative and corrective actions required by regulatory examination or by law or regulatory policy, including creating, managing and changing the Bank’s policies, procedures, and practices (including technology and documentation) to assure compliance.
Primary responsibilities include:
Risk Management - Identify, track, and manage risks with respect to Treasury operations and systems (including interfaces with other Countrywide systems). Assist process and technology owners with development of risk assessment matrices. Assess risk assessment matrices for compliance with applicable regulations and policies/procedures.
Audit and Compliance - Act as Treasury department liaison, managing and responding to internal and external audit and regulatory inquiries. Coordinate development of responses to audit findings and monitor status of corrective actions. Assist process and technology owners with development or modification of Treasury department policies/procedures required for compliance with applicable regulations.
Prepare for, supervise, coordinate and respond to regulatory questions and examinations, including, but not limited to, safety and soundness examinations conducted by the Office of the Comptroller of the Currency ("OCC") and Federal Reserve, and Community Reinvestment Act ("CRA") examinations conducted by the OCC.
Assist in developing and implementing quality audit procedures. Conduct audits for compliance with various Federal and state laws on statistically balanced sample of customer files to ensure that the quality of all assigned departments meets or exceeds legal and corporate standards in conjunction with bank policies. Direct and track improvement projects as a result of audit findings as well as changes to applicable regulations and laws. Audit processes of assigned departments ensuring compliance with bank policies and procedures guidelines, reviewing for compliance with Federal and state laws and regulations. Prepare reports of audit findings.
Examine audit results and identifies consistencies, accuracies and deficiencies within the department. Maintain clear and accurate documentation of all risk issues and the required corrective actions. Prepare Excel, Word, and PowerPoint presentations as necessary. Report findings on a regular basis to senior management.
Business Continuity Planning and Disaster Recovery - Manage process of developing and implementing Business Continuity plan. This responsibility will include the establishment of a Business Continuity hot site infrastructure, including one local (Rosemead) and one out-of-state site (Plano or Fort Worth, TX). It will also include the design, development, maintenance, and testing of the business continuity plan for critical Treasury department operations, finance and related IT systems.
Prepare and maintain complete documentation for disaster recovery and business continuity. Ensure that documentation is secure, yet retrievable in the event of a disaster. Consider dual custody requirements for all financial transactions.
Develop appropriate recommendations for solution or improvement of any problems or control deficiencies uncovered. Append departmental policies and procedures as necessary. Monitor and enforce a corrective action system that ensures the timely and permanent resolution of all failures to meet compliance with Federal and state laws and regulations.
Monitor Federal and State laws and regulations relating to banking operations and products and disseminate compliance instructions to appropriate departments and senior executives.
Responsible for monitoring and overseeing assigned projects implementing changes to applicable regulations and laws and providing training and development support when appropriate to assist in obtaining compliance goals and objectives.
A successful candidate will have:

Bachelor’s degree with a major in Government, Political Science, Pre-Law, Communications, Economics, Finance, Information Technology, or related subject or equivalent experience.

Minimum 10 years banking experience (a substantial portion of which must be with large banks) in management of compliance or legal function.

Risk assessment and risk management experience.

Experience with banking regulations, external and internal auditing standards, and information systems auditing standards.

Business continuity experience.

Project management skills (ability to manage teams and work as a team member).

Excellent oral, written and interpersonal communication skills.

Demonstrated ability to identify and implement creative business solutions - Banking and/or auditing experience desirable.

Familiarity with following technologies: SQL Server, Windows NT/2000, firewalls, and intrusion detection.

Broad and varied knowledge of banking operations, banking laws, and compliance with applicable regulations.

Strong leadership skills, initiative and problem solving abilities.

Superior reading, writing and analytic and editing skills.
An ideal candidate may also possess:

Certified Information Systems Security Professional (CISSP), Certified Public Accountant (CPA), and Certified Information Systems Auditor (CISA) certification.

Post graduate degree.
