Position Overview
The Enterprise for Employment and Education seeks a highly motivated and skilled communicator who also loves research and numbers. This position is responsible for facilitating two committees that oversee the Enterprise’s most critical workforce development programs: the local WorkSource Oregon system and the local Youth Opportunity System. The ideal candidate for this position will be able to provide the research and data analysis needed by the Enterprise’s Director and committee members, while also exhibiting the people skills to lead in a committee based process.
Terms of Employment
100 percent, 12 month annualized assignment. Continuation of this position is dependent on the funding that supports the position.
May require occasional early morning, evening and/or weekend hours and must be able to travel to and from meetings throughout Marion, Polk, and Yamhill counties.
Salary and Benefits
Classified salary schedule, Range C-1, $3,311.00/month.

Essential Functions
•Performs independent work from brief guidelines and instructions to support the Enterprise Director in meeting the goals of the Enterprise Board
•Facilitates and manages committees, task forces and various meetings with representatives from business, industry, economic development, workforce partners, and Chemeketa departments to design, refine, implement, and support projects/grants for which the position is responsible
•Provides leadership for the development and maintenance of strong partnerships related to key projects
•Conducts thorough research to analyze and interpret federal and state regulations and policies, statistical data and other information required to implement and monitor projects and/or grants
•Evaluates findings, data, and information to prepare reports for stakeholders and works with program operators or others to maintain communication and track project processes and objectives
•Develops systems to administer and monitor projects and/or grants and maintain project quality processes
•Prepares grant applications and responses to RFQ’s and FRP’s as needed
•Assists with budget development and management for projects and grants
•Uses appropriate technology as tools to accomplish job functions; understands and utilizes available technology as communication and data gathering tools
•Understands and collaborates effectively with a variety of students, staff, and public from diverse cultural, social, economic and educational backgrounds

REQUIREMENTS
Minimum Qualifications
Bachelors’ degree required (or equivalent combination of experience and education). Academic coursework in public policy, social studies, communications, or other related area. Three years’ demonstrated experience, including experience with project management; building partnerships among the business, education and workforce communities; developing policy recommendations for board of directors or other policy/oversight bodies; providing staff support to advisory or governing boards, developing/reviewing grant applications; interpreting federal regulations. Data base management, data analysis. Excellent computer skills in a variety of applications for emails, word processing, presentations, and spreadsheets. Excellent communication, presentation, facilitation, and negotiations skills. Demonstrated skills in writing technical or semi-technical documents such as grants, project evaluations, and research reports. Familiarity with current PC based research and analysis tools.
Preferred Qualifications
Course work in statistics, research, public policy or other related areas. Experience in policy and systems analysis; experience working with interdisciplinary teams; experience with board of directors and government officials; awareness of current practices in strategic planning, systems design and program review. Ability to use Microsoft Outlook, Access, Excel and PowerPoint, Microsoft Project software, desktop publishing software, and web-based applications.
