Payroll/Benefits Administrator
POSITION SUMMARY: Under limited supervision, the Payroll/Benefits Administrator performs payroll supervision and backup, new hire and other training sessions as well as other complex clerical duties following established procedures in the following areas:
All employee benefit plans, for both salaried and hourly employees
Records maintenance
Follow-up and recording of exempt and non-exempt merit reviews, salary increases and promotions.
Collaborates in developing and conducting new employee orientation program
Monitors non-exempt employee attendance
HRIS input and maintenance
Involves frequent contact and a working knowledge of the benefits, policies and procedures.
Performs other duties related to human resources as assigned by the Director of Human Resources
GENERAL INFORMATION: The payroll/benefits administrator solves problems concerning benefits and payroll, answers inquiries and enforces benefits and payroll policies and procedures. The administrator initiates changes in work flow procedures when deemed necessary for greater efficiency.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Supervises the processing and production of separate and alternating bi-weekly payrolls for the Institute and Dialysis Divisions. Double-checks the payroll input from the source documents and payroll register to ensure accurate payroll.
Maintains payroll records for the two divisions which process their own payrolls (IGT and DHF) and supervises the integration of this data into The Institute’s payroll and HRIS systems.
Coordinates human resources procedures to initiate and administer current benefits such as:
oGroup Medical & dental insurance
oSupplemental Retirement Annunity (403(b)
oPension Plan
oNon-contributory and supplemental life insurance
oNon-contributory and voluntary long-term disability
oPrepaid legal plan
oMedical Reimbursement and Dependent Care pre-tax flexible spending plans.
oMass transit and parking pre-tax plans
oVoluntary Short-term disability
oCritical Illness insurance
Implements new benefit programs by preparing announcement materials for communicating new plans to employees. Conducts employee meetings and arranges for enrollment of employees. Updates and re-distributes all communications material on benefits from time to time.
Provides new employees with enrollment forms at orientation; arranges for their completion and submission within time limits.
Handles benefit inquiries and complaints to ensure quick, equitable, courteous resolution. Maintains contact in person and by
phone, e-mail and or fax with insurance carriers, employees and beneficiaries to facilitate proper and complete utilization of benefits for all employees
Assures Institute compliance with provisions of Employee Retirement Income Security Act (ERISA). Prepares reports and applications required by law to be filed with federal and state agencies, such as the IRS, Department of Labor, insurance commissioners and other regulatory agencies, including Forms 5500. Reviews changes to state and federal laws pertaining to payroll and benefits and reports necessary or suggested changes to the director of human resources.
Prepares and distributes required reports to employees, including Summary Annual Report, where applicable.
Assures that existing and new benefit programs are adapted to HRIS reporting systems. Develops benefit information and statistical and census data for actuaries, insurance carriers and management.
Maintains human resources benefits records and all enrollment, application and claims records for all benefit plans.
Verifies the calculation of the monthly premiums statements for all group insurance policies and maintains statistical data relative to premiums, claims and costs. Resolves administrative problems with the carrier representatives.
Maintains files of pension plan history, pension data, correspondence, reports and forms. Initiates record keeping and retrieval methods in compliance with government regulations.
Administers workers’ compensation and unemployment insurance payments and claims
Prepares and forwards appraisal forms to supervisors for completion; records, files and follows up on return of completed forms for review by the director of human resources; returns approved reviews to supervisors in preparation for the performance review interview. Records, files and follows up on return of completed forms; sets up new appraisal dates.
Computes salary changes, prepares status forms.
Assists in preparation of salary and other reports under the direct supervision of the director of human resources.
Performs other related duties as assigned by the director of human resources.
Prepares and distributes FMLA notices to affected employees; tracks their time
Distributes disability claim forms to affected employees; tracks time
Tracks employee FMLA, disability and personal leaves of absence
Monitors non-exempt attendance and confers with director of human resources on possible abuses.
Calculates Institute’s monthly pension contributions for eligible employees
Reviews, approves and processes for payment all bills relating to employee benefits
Collaborates with director of human resources in designing and conducting new employee orientation.
Keyboards all spreadsheets containing salary or other data.
Assists Director of Human Resources with other responsibilities as assigned.
REQUIREMENTS
QUALIFICATION REQUIREMENTS:
Experience in preparing and processing payrolls for exempt, non-exempt and per diem employees at multiple locations.
Proficiency with ADP’s PC/Payroll for Windows software 4.0 or similiar payroll processing software.
Expert with MS Excel spreadsheets; facility with MS Office package.
Facility with HRIS system, ADP Perspective a plus.
Ability to communicate effectively in both oral and written forms.
Superior customer service and interpersonal communication skills
EDUCATION AND/OR EXPERIENCE:
Bachelor’s degree and 1-3 years of work experience in payroll/benefits/HR function. Must have performed payroll function for at least 1 year.

Works with fiscal office staff in connection with payroll, pension or other accounting matters
Interacts with staff at all levels and all facilities in connection with the execution of the benefits and payroll functions
Works closely with the HR assistant.
Interacts with ADP on payroll issues
