The Department of Facility Development & Management within Lake County Government, an organization that employs over 40 employees including service, maintenance, skilled crafts, administrative, and professional staff, seeks to hire and Owner's Representative/Project Manager for Capital Projects to assist the county with its major capital improvement program expected to be in the $150 million range over the next 4 years. This is an exciting career opportunity to be involved with new county facilities including Judicial Centre, Jail, Parking Garage, Libraries, Fire Stations and other County Administrative facilities. The Project Manager (PM), under the general direction of an assistant director, will be responsible for the direct management of assigned capital projects from the pre-design stage through construction and commissioning. Coordinates/prepares A/E design scope, project budget and detailed project schedules. Leads A/E and/or CM selection and reviews, negiotes fees, prepares paperwork to process contracts. Reviews and approves invoices. Manages and/or coordinates activities of the technical discipline team members, consultants selected for the project, O&M and specialty consultants. PM is the focal point of communication between the stakeholders, the consultants and the contractor. Manages construction effort. Assures that projects stay on schedule, within budget, and within the approved Scope of Work or Program. When projects stray from budgets, schedules and authorized scopes, PM is responsible to develop options, and bring them back on course. Works with the stakeholders on day-to-day basis, under the general supervision of the Assistant Director (AD), provide overall management of projects with minimal oversight by the AD. PM is expected to be a proactive decision-maker.
REQUIREMENTS
Bachelors Degree in Architecture, Engineering, Construction Management or related field; professional registration desired. Must have minimum of ten (10) year of progressively responsible experience in construction preferably as owner's representative in a multi-facility complex; at least five (5) years of which were in a position of leadership. Candidates must possess thorough knowledge of design, procurement, construction/consultant contract forms, construction and management practices; the ability to effectively communicate, including the use of a computer for email, reports, and automated project management systems; ability to coordinate work with stakeholder departments, county administration, designers, other project managers, government agencies, and other service and support agencies; to manage project finances, make and review estimates, negotiate contract change orders with A/E firms and contractors; to review construction drawings and specifications; and to function in a team oriented environment. Incumbents must have thorough knowledge of national, state, and local codes and regulations applicable to the design and construction of facilities; or any equivalent combination of education, experience, and training that provide the knowledge skills and abilities to perform the essential job functions. Must possess and maintain a valid Florida Class “E” driver license.
