Database Administrator/Analyst
The North Carolina Wildlife Resources Commission (WRC) is currently recruiting for a Business and Technology Applications Analyst to work as a Database Administrator/Analyst for the Centennial Campus location in Raleigh, NC. The WRC was established to protect, develop, conserve and regulate wildlife resources in North Carolina and to administer statutory provisions relating to wildlife and safe boating. To support this mission, the WRC has a staff of over 600 employees and over 1000 independent wildlife service agents across the state who sell and distribute hunting and fishing licenses and register and title boats. Service agents operate using an Internet-based Licensing and Vessel Registration application and backend databases, which this position will be involved in supporting. WRC Divisions require databases to completely support their work and research projects.
This position will provide mid to high-level technical support for system databases, user databases, data warehouses, performance, replication, network, hardware, applications, architecture and security related to database issues. Primary responsibility will be expanding, refining and maintaining current systems from the life cycle of development, staging in our pre-production environment and implementing in production. This position understands tasks required in job and takes ownership to complete tasks. Employee takes initiative to plan and organize daily activities and tasks. Employee is able to work independently in completing routine tasks and stay on task. Employee follows processes and approval chain for projects and helps develop project/solutions in assigned area. This position demonstrates initiative to remain technically competent through formal and informal training and mentoring. Competent to work on most phases of application systems analysis development. Uses theoretical understanding of technology to translate needs into technical specifications. Understands the customer’s needs and resource limitations in order to provide appropriate services to internal and some external customers. Builds ongoing partnerships with internal and some external customers. Meets with internal and external customers to discuss alternative technical solutions. Work may include leading small teams and managing small and non-complex project tasks. Problems resolved may be unique and require analysis of a number of variables.
Hiring range: $48, 412 – 65,625 (Salary based upon competencies)

Required Competencies
Knowledge of the principles behind structuring an integrated database system. Knowledge of metadata requirements and solutions. Knowledge of data stewardship, data quality, and data distribution methods. Knowledge in translating business requirement definitions into logical and physical database designs. Good analytical, conceptual, and problem-solving skills. Knowledge of SQL or TSQL scripting, writing stored procedures, bcp and DTS. Good knowledge of maintenance and administration of database servers, tables, fields, indices, stored procedures, functions, triggers and views. Good knowledge of performance tuning, data integrity, normalization, backups, and security. Analytical skills to comprehend and translate customer needs into effective productive database systems design. Good interpersonal and communication skills (verbal and written), particularly for obtaining, organizing and conveying database information. Ability to spot trends in recurring problems and take action to prevent future occurrences.
Preferred competencies:
Extensive experience with SQL Server. Knowledge of successful life-cycle systems analysis practices. Knowledge of database installation, object creation, monitoring, space management, patches, and upgrades. Good knowledge of data modeling, metadata, data cleaning, and standards. Knowledge of object oriented programming, web, and database languages. Working knowledge and understanding of several operating system environments. Working knowledge and understanding of Local Area Network environments. Ability to support a variety of databases/applications as and when required. Working knowledge of the capabilities and limitations of computer hardware and peripheral equipment. Understanding of replication and clustered environments. Knowledge of data warehousing technologies. Excellent verbal and written skills and ability to work in a team environment and communicate database information to all levels of the WRC, state and federal organizations. Ability to handle multiple priorities and adapt to constantly changing priorities. Ability to maintain effective working relationships and establish a good level of integrity with associates and vendors. Ability to assist in developing and implementing systems and documentation to provide for accurate and effective customer support services. Independently resolves intermediate and complex or random technical problems.

REQUIREMENTS
Graduation from a four year college or university with a degree in computer science, information systems management or a related curriculum and two years of progressive experience in systems analysis and computer programming including the design and maintenance of integrated database systems; or an equivalent combination of education and experience.
