In 1947, a small group of dedicated parents established the foundation that would become The ARC of Essex County. Today, we are a private, non-profit agency serving people with developmental disabilities and their families who live in and around Essex County. The ARC of Essex County’s dedicated staff of nearly 400 works with over 1,200 people with developmental disabilities each week. Children with such conditions are born to families of every race, religion and nationality, and cross all socioeconomic boundaries. Summary: Assists in the administration of the activities of the department in support of policies, and objectives established by the Manager of Employee Benefits and Director of HR by performing the following duties: General Responsibilities: Health Insurance, Dental, Life and AD&D. Workers Compensation Employee Retirement Plan Operational Manual Benefits Introduction Training. REQUIREMENTS
Workers Compensation: •Maintain employee files of work injuries. •Report injuries to insurance carrier, as appropriate. •Analyze nature of injury and level of treatment to determine whether or not claim is reportable to insurance carrier, and/or recordable as defined by OSHA. •Enter injury information into database, OSHA screens. •Secure Injury illness Report form from employee and/or supervisor. •Schedule initial and subsequent appointments with routine medical providers and coordinate same with employees and/or supervisors. •Refer claims requiring specialist care to supervisor •Secure functional assessment from providers. •Process bills for payment and maintain payment log. •Analyze provider bills to ensure billing is appropriate to services rendered. •Analyze claims to exclude those that will exceed agency’s deductible and refer those to supervisor. •Review all open cases with supervisor on a weekly basis. •Responsible for case management of routine claims. Identify and refer non-routine claims to supervisor for management. •Communicate with agency’s workers comp consultant as appropriate. Administrative Operational Manual •Asst the Manager of Employee Benefits in developing the operational manual for department. •Update manual as appropriate. Benefits Training: •Conduct Benefits Introduction training. •Provide accurate benefit information to employees, and appropriately answer employee questions. •Provide appropriate materials to employees; i.e., Employee Handbook, workers comp flyers, direct deposit and banking information, health insurance flyers, retirement plan flyers, etc. •Maintain sufficient inventory of materials and supplies. Health Insurance: •Determine employee eligibility. •Prepare employee eligibility notification documentation for supervisor’s signature. •Prepare enrollment and termination documentation for insurance carriers. •Update database with employee and dependent insurance information. •Maintain employee insurance files. •Once trained, COBRA and HIPAA responsibilities, as assigned. Employee Retirement Plan: •Arrange enrollment meetings and determine eligibility. •Process enrollment applications. Files: Responsible for maintaining department employee information files and ensuring confidentiality and security of same, including but not limited to: Medical Insurance Retirement Plan Workers Compensation Attendance Reference Affirmative action Administrative files, as assigned General: •Compose and type routine correspondence. •Supervise routine office work and/or functions; i.e., filing, faxing, copying, outgoing mail, inventory. •Provide “customer support” to employees or third parties regarding certain benefit and/or employee issues. •Process child support and garnishment court orders. •Experience with FMLA, FLA and STD is a PLUS. EDUCATION and/or EXPERIENCE: BA or 5 years experience in HR Benefits a must . Excellent knowledge of MS Word, MS Excel, Outlook and HRIS System.
