Job Description:
The Strategic Sourcing Analyst - Information Technology manages strategic sourcing and supplier relationship processes for specific groups (categories) of commodities. Depending on the commodity or groups of commodities managed, the sourcing analyst may have primary responsibility for either sourcing or vendor management (or both). In managing both, this professional is responsible for increasing the capture rate (spend under contract) by: increasing the accuracy of management information on spending patterns and internal customer satisfaction; standardizing products and services to produce economies of scale; establishing and monitoring supplier continuous improvement objectives, commonality of order processing and supplier performance measures; reducing the number of supplier relationships to be managed; and creating a single strategic focus for firm-wide procurement planning. This individual interfaces occasionally with directors and partners of other Ernst & Young departments. Responsibilities Sourcing related responsibilities Learn and apply the firm's Strategic Sourcing Process (in accordance with Ernst & Young’s “The Strategic Sourcing Process Guidelines”, Purchasing Policies and Procedures Manual and the "Ernst & Young Procurement Policy"). Manage the sourcing strategy development, requirements gathering, request for proposal, supplier selection, and contract negotiation components of the sourcing process for small to medium sized sourcing engagements. Provide input on commodity profile information (spend and opportunity assessment data, current ordering processes, product changes, current supplier performance, etc.). Demonstrate a working knowledge of the principles of operating a successful cross-functional team. Initiate changes that positively impact work culture. Lead teams by using people management processes and performance management skills to achieve optimal performance. Vendor management responsibilities Participate in tracking commodity spending and in monitoring process compliance to document savings and process improvements. Assist in managing day-to-day supplier relationships and participate as a principal in supplier negotiations. Communicate progress, barriers, risks and benefits to appropriate management levels and affected user groups. Assist in ensuring that detailed documentation is developed, approved, and retained in the Strategic Sourcing Plan (and eventually the Contract File) to provide an audit trail of the decisions made and methods used by the Cross Functional Team in the selection of the suppliers. Understand the structure and business of the organization to effectively manage the firm’s knowledge, processes and capital resources. Develop an understanding of Ernst & Young's business, values, clients, products, and services. Learn the firm's structure and reporting relationships. Learn and apply the firm's internal resources and technology. Apply knowledge to identify and meet immediate internal client needs. Meet or exceed the needs of internal clients by partnering with other groups within the matrix organization, cultivating those relationships, aligning people and processes, and identifying workplace efficiencies to add value. Understand and use the service delivery approach. Develop relationships with key clients and other internal service providers to deliver service that meets or exceeds client requirements. Participate in implementing service delivery changes. The analyst receives supervision from more senior sourcing professionals when contributing to more complex supplier selection and negotiation work. This individual is expected to work independently in their vendor management responsibilities and for specified deliverables in the sourcing process. REQUIREMENTS
Qualifications: To qualify, candidates must have: a bachelor’s degree is strongly recommended minimum of 2 years experience in procurement or commodity. Procurement experience required: IT- hardware and software experience Certification Requirements Should strive to achieve an APP (Associate Purchasing Professional) certification within two years of becoming a Strategic Sourcing Analyst. Should strive to become a CPM (Certified Purchasing Manager). Analytical/Decision Making Responsibilities The Strategic Sourcing Analyst makes procurement decisions that impact the selection of preferred suppliers and enforce the use of these suppliers on a transactional basis. This may occasionally conflict with the internal client's interests and this individual is responsible for ensuring their decision both meets the client's needs and aligns with the Ernst & Young Strategic Sourcing vision. The firm's procurement policy is a key document that assists sourcing analysts in driving best procurement practices. Knowledge and Skills The Sourcing analyst needs strong analytical skills to identify trends in procurement. This individual needs to have an understanding of the commodity group they support (i.e. an analyst that supports the Information Technology (IT) infrastructure should have an understanding of technology hardware) and he/she also needs to have good negotiation skills to ensure the firm gets good product/service pricing from our suppliers. In some cases, the analyst needs to have some knowledge of electronic procurement solutions and catalog management.
