Senior Accountant – Regulatory Affairs
Responsibilities/Description: Reporting to the VP, Regulatory Affairs, the Sr. Accountant will provide federal and state regulatory and accounting expertise to company and its members. This individual will be able to testify before state and/or federal regulatory commissions regarding appropriate accounting treatment of rate and regulatory issues, taxation relative to cooperatives, current and emerging accounting issues, and accounting related to compliance issues. Specific responsibilities will include:Consults members regarding compliance with federal regulatory and accounting issues.
Supports regulatory accounting including revenue requirements, and pro forma adjustments.
Develops federal and state regulatory filings.
Testifies before federal/state commissions and legislative bodies regarding regulatory accounting, GAAP, emerging issues, and cooperative tax issues.
Evaluates emerging regulatory and accounting issues facing cooperative utilities.
Provides regulatory and accounting research of products and services to company and members.
Performs research and writes reports.
Advises cooperatives with compliance of federal, state, and local filing and reporting requirements.
Researches new GAAP and disclosure rules.
Develops complex financial models, including but not limited to financial planning models.
Knowledge of internal accounting controls.
Understands issues associated with section 404 of the Sarbanes-Oxley Act of 2002 related to controls over financial reporting.
REQUIREMENTS
Education/Experience: Bachelor's degree in Accounting, and CPA required.
A minimum of 10 years of varied and progressive accounting experience, either for an accounting firm with audit experience with public utilities, or a regulated electric/gas utility company as a member of its financial management team.
Strong understanding of GAAP, and ability to research technical accounting issues.
Broad knowledge of G/L, plant accounting and billing systems.
Strong knowledge of relevant utility FASB statements and emerging FASB utility related accounting issues.

Skills: Computer skills to include Microsoft Office (Word, Excel, PowerPoint), Lotus Notes and Internet skills.
Must have strong analytical skills.
Demonstrated excellence in both written and verbal communication skills.
Must have exceptional public speaking skills with the ability to testify before federal or state regulatory commissions.
Must be able to work effectively independently and in a team environment

Salary is negotiable based on experience. Relocation assistance is possible. The successful candidate MUST have CPA and experience with utilities.
