SENIOR MUNICIPAL FINANCE SPECIALIST

-Identify project opportunities for the Public finance group in International Development and lead strategic planning and new business.

-Lead proposals and manage projects.

-Undertake project technical work

-Identify and recruit technical staff for long and short term positions on projects.

-Mentor junior staff members (providing technical guidance and identifying project work for them).

Graduate degree in public finance, municipal/urban planning, economics or other relevant disciplines.


Identify project opportunities for the Public finance group and lead strategic planning and new business development in the primary areas of..

-municipal capacity building in financial management (including development of tools and training programs)
-national policy reform to support improved financial management and financial resources of local government
-intergovernmental fiscal relations and fiscal decentralization.

Lead proposals and manage projects in primary areas noted above.

Undertake project technical work in the above primary areas. Technical work includes providing expert technical assistance to host country counterparts, conducting technical analyses, writing technical reports and concept papers, developing and adapting methodologies, including training courses, to improve financial management and policy formulation.

Identify and recruit technical staff for long and short term positions on projects.
Mentor junior staff members (providing technical guidance and identifying project work for them).
Collaborate with colleagues on projects, proposals, and opportunities.

Undertake proposals and project work in secondary technical areas related to municipal finance:

-Local economic development

-Social sector decentralization and finance (Principal Sectors include education, health, social welfare)

-Municipal management and/or management of municipal services department.

-Disaster management at municipal level.
REQUIREMENTS
Prior work experience (minimum 10 yrs) in the primary field. Evidence of leadership ability, writing ability (proposals and technical reports) successful client management, excellent communication skills (oral and written), proven team player.

Additional qualifications desirable:
1. Graduate degree in public finance, municipal/urban planning, economics or other relevant disciplines.
2. Serving as resident advisor overseas in the primary field.
3. US local govt management experience.
4. Experience on USAID projects.
5. Country experience in sub-Saharan Africa, Middle East, and/or Asia.
6. Second Language: Arabic, French, Spanish, Indonesian
