Position Purpose:
Senior Asset Protection Level Position, which assists in the development, implementation and managing of department Critical Infrastructure Protection (CIP) and Industrial Security goals, objectives, policies and priorities in partnership with the department Manager and District Business Units; selects, trains, motivates, evaluates and develops subordinate personnel and ensures that department strategic objectives and priorities are achieved and coordinated with other departments. Senior level position, which provides back-up supervisory and leadership duties in the absence of the Supervisor, District Asset Protection and the Shift Asset Protection Supervisor.

Essential Functions:
1. Provides supervision and oversight of the District's Critical Infrastructure Program and Industrial Security capital projects. 2. Develops policies, procedures as appropriate to ensure compliance with FERC/NERC/DHS/DOT, and NRC, local laws, State and Federal Regulatory Agencies as well as District Policies and procedures. Provides an instructional and reference base for the protection of District assets by recommending, developing and overseeing the implementation of District Asset Protection policies, practices and procedures and objective criteria for measuring the success of critical processes and key deliverables.3. Ability to supervises and direct the work of subordinates in a functional unit and maintain staffing levels and work quality in order to meet defined objectives and assigned unit responsibility by interpreting and executing District policies and procedures that affect subordinate units; recommending modifications to operating policies; overseeing and evaluating work through subordinate supervisors or experienced lead employees who exercise independence in their assignments; hiring, firing, training, coaching, mentoring and developing subordinates; advising units on tasks and operations as required to solve complex problems; ensuring staff safety and prevention of personal injury and equipment loss; and acting to ensure project and operational schedules and budgets are met.To ensure that work functions in area of responsibility comply with District policies, practices and procedures and that operating objective in the area of responsibility are met within expected time, budgetary, quantity, accuracy, safety and quality standards.4. Ensures the integration of Asset Protection department goals with District goals by coordinating short and long-term Asset Protection planning and the delineation of District priorities with other District departments and outside agencies.To ensure cooperation and agreement on Asset Protection with other District groups as well as compliance with regulatory requirements.5. Assists in developing and administering the department 5-year Strategic Plans, capital projects, and budget by monitoring unit budget expenditures against plan; identifying and reconciling budget anomalies; monitoring and revising schedules, expenditures and assignments as warranted; reviewing end-of-year budget results; developing unit budget recommendations for the next fiscal year; and participating in the review of preliminary department budget recommendations.To ensure the achievement of unit objectives in a fiscally responsible manner.6. Determines the cause and effect of serious Asset Protection infractions occurring within the District by directing, conducting and/or overseeing in-depth investigations of the occurrences while maintaining confidentiality of personal and business related information.To determine the necessity, if any, to modify or change District Asset Protection policy, practice and/or procedure and to reduce vicarious liability against the District.7. Cultivates and maintains professional relationships with key internal and external liaison with federal, state and local/city law enforcement agencies for mutual benefit.To maintain a good working relationship; to keep informed of criminal activity that might affect the District; and to coordinate emergency action plans or joint actions as required.8. Performs related duties as required.

Skill to: Analyze, provide recommendations, and presentations to the executive staff on Asset Protection operations; coach, mentor, motivate, influence, challenge and develop subordinate staff; coordinate the work of the function or unit with other District entities; develop and implement new and revised policies and
procedures; establish, manage, monitor and update budget; monitor and manage projects; identify, assess and coordinate training needs for staff; initiate, maintain and oversee adherence to safety policies and procedures; interact with others to influence and motivate; interpret and apply District policies, procedures,
applicable MOU and/or other special agreements; plan, organize, direct, control, and review the work of others; prepare and take disciplinary actions, including recommending termination of staff; recruit, select, hire, supervise and evaluate employees; develop and conduct oral presentations to internal/external audiences; explain complex and/or controversial policies, regulations, procedures and/or activities internally/externally; plan, organize, prioritize and schedule projects; analyze procedures/systems and develop/implement operational improvements; apply applicable laws, codes and regulations; appraise situations and people accurately and adopt an effective course of action; gather data from appropriate sources and identify relevant factors; interpret, analyze and apply pertinent policies, procedures, regulations and requirements; interpret, clarify, understand and analyze verbal/written information and ideas; utilize a personal computer and/or computer terminal, systems and software relevant to the job; communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships internally/externally.
