SENIOR ACCOUNTING SPECIALIST
OVERALL RESPONSIBILITY: Monitors and maintains payroll/accounting related records requiring complex calculations, reconciliations, and corrective and adjustive entries. Performs technical accounting work for a complete, systematic and timely set of transactions; does related work as required.
ESSENTIAL FUNCTIONS OF THE JOB: This incumbent’s position will be primarily responsible for payroll processing, implementing complex payroll changes, including: tracking Operations personnel on a 27-day FLSA work cycle; maintaining time balance reports for all accruals; maintaining records on constant staffing and overtime for call back; processing and maintaining specialty pay; maintaining two hourly rates for each employee; calculating yearly buy downs for vacation, comp time, PEHP and union pool time; retaining a dual payroll system; serving as a department resource for questions on FLSA and FMLA.. Additional duties include recommending and implementing procedural changes for payroll; performing cost analysis, budget projections and vendor contact; performing special research projects and produces reports; establishing and maintaining record-keeping activities to insure compliance with Department, State and Federal requirements; preparing journal entries; dealing with the public, employees and other departments, answering questions requiring independent, responsible judgment and in-depth knowledge of the agency’s policies and procedures.

In completing your Boise City application, please specify your experience in accounting/payroll processing for a large employer. Include your years of experience; the size of payroll/accounts you were responsible for; your experience with FLSA; and the computer software used in processing payroll/accounting.
This position will be open until filled. Applications must be completed and received by Human Resources by 5:00 p.m. on September 1, 2006 for first consideration.
REQUIRES: Knowledge of payroll principles and practices; of computer software packages including MS Word, and Excel. Ability to apply accounting principles in resolving problems; to accurately perform complex mathematical calculations; to use accounting and spreadsheet software to carry out duties; to prepare detailed fiscal reports; to establish priorities and organize workload; to research and analyze financial data; to maintain confidentiality of personnel and payroll records; to communicate effectively verbally and in writing; to work independently or as a team member; to establish and maintain effective working relationships with other employees and managers.
QUALIFICATIONS OF THE SUPERIOR CANDIDATE: Three (3) or more years of payroll/accounting experience for a large employer (150+ employees) utilizing PeopleSoft, Excel, Word and PowerPoint.
ADDITIONAL REQUIREMENTS: Applicants must also successfully complete a criminal history and background screening check. The hours for this position are 8:00 a.m. to 5:00 p.m.; no flex schedule. No time off is allowed if the other Senior Accounting Specialist is on vacation. No time off is allowed the first and last week of the month and around holidays that fall at the beginning or end of the month, such as New Year’s Day, Independence Day, Memorial Day, or Labor Day weekends. Overtime and work on weekends may be required.
