Ministry of Defense Comptroller Mentor
Overview:
DynCorp International is privileged to have been requested to assist the Department of State (DOS) and the Government of Liberia to implement a comprehensive set of measures designed to restore the Armed Forces of Liberia and the Liberian Ministry of Defense.
Objective:
DynCorp International is to assist the Government of Liberia in recruiting, training and equipping an armed military force from the ground up beginning with 2,000 personnel the first year consisting of a Brigade Headquarters, two Light Motorized Infantry Battalions, and a Support Battalion. The military will eventually reach a strength of approximately 4,300 personnel if funding permits.
Duties/Responsibilities:
The incumbent shall work as a team member to design and execute a comprehensive restructuring of the Comptroller Function within the Ministry of National Defense in Liberia. Working under the supervision of the Director of Restructuring the successful candidate shall:
•Develop draft national comptroller policies and accounting procedures, in consultation with the Ministry of National Defense and the United States Ambassador or his designate.
•Develop standard inspection procedures and protocols for the efficient performance of the comptroller function within the Ministry of Defense.
•Participate in the recruiting and vetting of candidates to perform the Comptroller function within the Ministry of Defense.
•Liaise with other members of the DynCorp International Liberia SSR Team, the U.S. Government Operations Country Team, principals and senior members of the Liberian Government and Ministry of Defense.
•Other tasks as assigned.
REQUIREMENTS
Background/Experience:
The ideal candidate will be a retired U.S. military officer (O-6/O-5) or former senior official from the U.S. Department of State or Department of Defense with experience performing comptroller duties at the Army or National level. The office of the Comptroller Mentor will be responsible to interact and coordinate with organizations on financial matters. Interprets and supplements financial directives. Prepares, verifies, computes, processes, and audits pay transactions for military and civilian personnel. Processes, verifies, audits travel claims, estimates travel costs, determines fund availability and performs follow-up on outstanding travel orders for travelers. Determines propriety of funding and certifies fund availability. Certifies and processes payment and collection vouchers. Maintains appropriated funds, accounting records and files. Schedules, prepares, verifies and submits financial accounting reports. Experience in Africa is preferred, as is extensive experience in the areas of security sector reform and civil military relations at the highest levels. The candidate must be conversant in the challenges facing post-conflict governments and reconstruction of military institutions. The candidate must also be diplomatic, personable, flexible and equally comfortable speaking with entry level employees and principals.
