Manager of Contracts
Dynamic Educational Systems, Inc. (DESI), a wholly owned subsidiary of Exodyne, Inc., is a government service contractor. We are currently seeking an individual who will play a key role in the ongoing financial and operational initiatives of the organization as our Manager of Contracts at our corporate office in Phoenix, AZ.
Responsible for maintenance of contract files, preparation of cost proposals for bids including pricing structure and cost volume verbiage; monitoring contract performance compared to bid amounts and ceilings, and reporting to the customer when prescribed expenditure points are achieved and maintaining close liaison with customer contracting representatives on all contacts. The contracts are predominately with the Department of Labor.
Essential Functions:
Maintain leases for all offices, property contracts, approve corporate purchases, and supervises 3 staff members.
Prepares contract files for all new contracts, files income and outgoing correspondence, amendments and invoices in appropriate folders. Coordinate with operational management as required to assure a positive relationship with customers.
Knows contents and clauses of each of the assigned contracts, particularly such items as CDRLs, reporting requirements, ceilings, and clauses.
Tracks expenditures on contracts to audit costs relative to ceilings and budgets, reports required expenditure milestones to the customer as required.
Prepares cost proposals for contracts, including spreadsheets, pricing quotes, labor rates and cost volume wording in coordination with the Technical Proposal Manager and has final responsibility for accuracy of cost proposals, including the use of realism tools to test the validity of the pricing.
Keeps up to date on latest status of all pertinent Department of Labor and Federal regulations.
REQUIREMENTS
Skills and knowledge:
Excellent communication and interpersonal skills. Demonstrated ability to coordinate a high level of activity under a variety of conditions and constraints. Proficient with spreadsheet programs and word processing programs, preferably Microsoft Word, Excel and Access.
Education and Experience:
A Bachelor’s degree in Accounting or Business Administration. Master’s degree a plus.
