Fiscal Coordinator
The Oregon Department of Transportation was established in 1969 to provide a safe, efficient transportation system that supports economic opportunity and livable communities for Oregonians. ODOT develops programs related to Oregon’s system of highways, roads, and bridges; railways; public transportation services; transportation safety programs; driver and vehicle licensing; and motor carrier regulation.
FISCAL COORDINATOR
The primary purpose of the Fiscal Coordinator is to provide fiscal information management, coordination, monitoring, and evaluation of activities for ODOT’s Procurement Office’s (OPO) Procurement Oversight Program. This includes, but is not limited to: facilitating and managing the fiscal needs of OPO; assisting in the development and analysis of budget initiatives; identifying and addressing fiscal policy issues and impacts on stakeholder groups and other contracting issues; and conducting contract quality assurance/quality control reviews. Position located in Salem.
As Fiscal Coordinator you will:
•Assist Project Managers with determining the appropriate contracting payment type.
•Work with other state agencies and ODOT Project Managers to promote Minority, Women and Emerging Small Business (MWESB) program goals in the area of contract opportunities with ODOT.
•Act as liaison with Federal Highway Administration (FHWA), Secretary of State, and ODOT auditors.
•Recommend policy and/or procedure modifications or new policies and procedures for continuous process improvements and to meet changing program requirements or goals.
•Work with other state Departments of Transportation to share information and explore areas to develop and promote a sustainability program.
•Monitor, evaluate and modify procedures specific to fiscal and financial to support new or changing state priorities. Assist in translating legislative changes.
•Perform the final Quality Assurance/Quality Control (QA/QC) functions related to review of final contract documents.
•Review and make recommendations of additional contract funding as required. Assist with resolution of irregularities in the final pay determination or close out on contracts.
•Assist Procurement and Contract Specialist and Project Managers as needed to develop Request for Proposal (RFP) documents.
•Assist in the development and implementation of the Legislative budget and the operating budget.

The salary for this position is $3223-$4835/month with an excellent benefits package.
REQUIREMENTS
Position Qualifications include:
•Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system. Or, five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information.
•Note: A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree) may substitute for three years of the required experience.
•A graduate-level degree in any of the above areas may substitute for four of the five years.
•Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program may substitute for two years of the required experience.
