Fiscal Analyst

The Oregon Department of Transportation was established in 1969 to provide a safe, efficient transportation system that supports economic opportunity and livable communities for Oregonians. ODOT develops programs related to Oregon’s system of highways, roads, and bridges; railways; public transportation services; transportation safety programs; driver and vehicle licensing; and motor carrier regulation.

FISCAL ANALYST

The Fiscal Analyst will provide the technical expertise required for Public Transit Division programs to track and report performance and fiscal information. This position will administer the data input, data retrieval and analysis of transit information. This position also works with the inventory tracking systems for equipment purchased with state and federal funding. In addition, the position will coordinate project information for the Statewide Transportation Improvement Program (STIP) and enter federal funding information for the TEAM federal electronic grant control system. This position is located in Salem.

As a Fiscal Analyst you will:
Prepare, create, maintain and coordinate:
• The data for Federal Transit Administration (FTA) Programs for Oregon.
• The annual program of projects to make application to FTA for funding, prepare amendments and revised program of projects as necessary.
• The transit project funding information required for the Statewide Transportation Improvement Program (STIP) and necessary interim project amendments.
• All the required quarterly and annual financial and project status reports, and grant closeouts as appropriate.
Track, balance, and verify:
• Grant status and compare to Division's overall budget.
• Program related financial reports and analysis for the Division's overall budget development and performance reporting.

REQUIREMENTS
Position Qualifications include:
• A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree), OR
• Three years experience in management, policy or program analysis, or technical-level budgetary support activities.
• NOTE: Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program may substitute for two years of the required experience.
• Preference will be given to candidates who demonstrate expertise (including use of basic math formulas) in using database software, querying related reports, and spreadsheet software, as well as knowledge of basic statistics and their application in analysis performance data.
