Financial Information Systems Project Manager
MAJOR FUNCTION / DESCRIPTION
The Financial Information Systems Project Manager will primarily be involved in the financial workflow aspects for planning, analysis, system requirements, development, and the implementation of an “ERP” Enterprise Resource Planning system for the office. The position will require strong leadership, financial, accounting analysis along with project management skills. The position supports all phases of the project life cycle and will work with several cross-functional teams to include accounting, budgeting, purchasing, payroll and human resources. Duties are performed under the general supervision of an administrative superior.MAJOR DUTIES

Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.Prepares project plans and schedules to coordinate requirements, tasks, work assignments, and resources for the development of a comprehensive needs assessment and gap analysis of the financial systems with the anticipation of the replacement of current systems with a new ERP.
Oversee and coordinate all activities of various stakeholder committees appointed to develop the needs assessment as well as the activities of any consultants that may be engaged to assist in the analysis, design and implementation activities of the project that cross functional and technical lines.
Analyzes methods of obtaining and presenting automated financial information together with reviewing and evaluating alternative sources of information.Conducts studies pertaining to the development, implementation and on-going support of new financial information systems to meet current and projected needs of a very diverse user population.Conducts comprehensive preliminary studies of proposed financial applications including performing cost-benefit analysis and workflow analysis with the primary objective of improving overall efficiency and effectiveness of transaction processing while maintaining a strong system of internal control.Monitor project plans, budgets, supervises, and coordinates activities of assigned personnel and consultants involved.Assists in the formulation of the financial system project objectives and financial system configurations and workflows.Provides technical and functional training to project staff.
Maintains expertise in current and evolving trends in local government financial systems to include automated workflow for accounting, purchasing and payroll transactions.Monitor activities performed by the project staff to ensure all financial controls meet government accounting standards.
Supervises a staff of technical and functional personnel engaged in the performance of highly complex systems and programming activities. As required, participates directly in project development. REQUIREMENTS
KNOWLEDGE, SKILLS, AND ABILITIES
Extensive knowledge of the principles and techniques of accounting and financial computer systems to include general ledger, budget, procurement practices and payroll systems.
Skilled at creating and monitoring detail project plans (prefer Microsoft Project) and work effort estimates, controlling scope, creating risk profiles.
Ability to communicate both orally and in writing
Ability to build effective teams and resolve conflict
Ability to manage multiple projects and link those projects to business initiatives.Ability to lead cross functional teams to integrate business processes and IS solutions
Knowledge of local government finance with a familiarity with basic accounting, procurement and payroll procedures.Ability to analyze financial applications and the appropriate use of electronic workflow and approvals.Ability to collect, organize and evaluate data and to develop logical conclusions.Ability to train users in the processing of transactions using electronic workflow, and to provide technical assistance to all operational staff.Ability to work effectively with others; strong interpersonal skills and ability to work with people to achieve project goals.
Highly organized and self-motivated.
Ability to use common office software (prefer Microsoft products).MINIMUM QUALIFICATIONS
Graduation from an accredited four year degree granting college or university with major course work in either Computer or Systems Science, Business or Public Administration, Accounting, Engineering or a related field supplemented by five years of responsible administrative and/or technical data processing experience. Four years of the experience requirement must have involved the performance of responsible programming and/or systems design duties. Appointing Authority requires experience implementing a major ERP System. Two years of the overall experience requirement must have involved the performance of responsible supervisory duties. Additional years of responsible professional and/or technical data processing experience may substitute for the required college or university course work on a year- for-year basis. However, no substation may be granted for either the specified years of particular type experience or for the required years of responsible supervisory experience.BENEFITS
