Summary of Responsibilities
The Data Analyst II is the functional expert for Retail and Market Participant transaction issues within the restructured electricity market in Texas. This person will assist with the evaluation, analysis, and dispute resolution of ERCOT Competitive Retailer (CR) customer registrations and switches. The Data Analyst II will be expected to know the workings of the Siebel Energy Registration system, the Transaction Clearinghouse, Texas SET EDI standards, Lodestar Systems, and business protocols. This position focuses on the technical workings of the systems, transaction process flow verification/analysis and data integrity.

Essential Job Functions
*Assist in the design and implementation of the integrated systems that are used to switch customers and correctly allocate load.
*Create reports, ensures appropriate controls and tracking within the systems.
*Assists in the reconciliation and correction of ERCOT systems interfaces to ensure data synchronization across systems.
*Answer ERCOT Market Participant’s questions regarding retail customer registration processes and procedures.
*Resolve Market Participant’s registration disputes within the ERCOT registration timeline.
*Assist in the development of ERCOT registration procedures consistent with SB7 and ERCOT Business Rules.
*Assist others within the department to respond to information requests from the PUCT, CRs and TDSPs.
*Ensure integration with the ERCOT Data Warehouse function with regard to registration information.
*Develop and maintain working knowledge of ERCOT operations needed to support clients' business needs.
*Perform troubleshooting of systems and works with the Senior Data Analyst in providing direction for IT analysts in system enhancements and performance improvements.
*Promote customer satisfaction and quality customer service within ERCOT.
*Escalate issues to the Senior Data Analyst and Data Management Lead in an appropriate manner.
*Monitor data security and systems interfaces.
*Supports the day-to-day operations of the Market Operations Department.
*Formally and informally updates the Data Management Lead and Department Manager on personnel, market participant and system issues.
*Assists in the development and implementation of short-range and long-range goals, objectives, policies, and operating procedures.
*Analyzes system performance and recommends business enhancements
*Gather data and compile information and prepare reports.
*Ability to develop and maintain record keeping systems and procedures.
*Develops Market Participant and Internal ERCOT recognition as an “Industry Expert” on systems and process supporting the retail transaction flow processes.
REQUIREMENTS
*Bachelor’s degree in Business, Computer Sciences, Engineering, or related field. An equivalent combination of education, training, and experience may be considered.
*Minimum of 4 years experience as an analyst/engineer and at least two or more years of performing contract management, customer/client care, data relationship management and/or CIS management.
*Minimum of 2 years as a Data Analyst I, Retail Transaction Analyst I or equivalent.
*Possess strong computer skills including proficiency in common business applications such as Excel, Word and Access as well as a solid working knowledge of Oracle SQL.
*Knowledge of system integration processes.
*Problem solving skills including the ability to provide detailed technical analysis.
*Working knowledge of electric utility operations required.
*Electric utility market deregulation/restructuring experience desired.
*Knowledge/familiarity of PUCT rulings regarding restructured electricity market desired.
*Expert level of computer skills in Access, Word, Excel, and Windows.
*Expert level of computer skills in Siebel Energy Systems.
*Working knowledge of Lodestar Systems.
*Strong level of knowledge in electricity systems and concepts.
*Clearly communicates complex technical concepts both in a written and oral manner.

*Working knowledge of system integration and testing procedures.
