ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
Under the general direction of the Executive Director, the Controller of Auxiliary Accounting will serve as chief administrator responsible for providing supervision, guidance and direction for all accounting operations and procedures and is responsible for performance of professional accounting work for the auxiliary organizations of CSU, Monterey Bay (CSUMB) requiring extensive knowledge of Generally Accepted Accounting Principles (GAAP) and practices involving a non-profit organization.
Ensures the proper accounting and financial reporting for the University Auxiliaries—CSUMB Foundation and CSUMB Employee Housing, Inc. (CEHI). Develops and maintains a strong system of internal controls with respect to all financial transactions, conducts trend and variance analysis and makes appropriate revenue and expense change recommendations on an ongoing basis.
Prepares GAAP financial statements for the two auxiliary organizations to reflect the changes required under the provisions for the Governmental Accounting Standards Board.
Analyzes financial information and develops strategies for improved performance. Prepares the financial reports that summarize and forecast the organization’s financial positions, such as income statements, balance sheets, and analysis of future earnings or expenses.
Develops information flows and controls in anticipation of current and future needs of the business and works with appropriate management and the Board of Directors to ensure information is shared on a timely basis. Assesses the existing organization, structure and staff and will design the function based on the organization’s needs.
Directs the activities of accounting, accounts payable, accounts receivable, payroll and purchasing. Hires, trains, supervises, develops and cross trains the Auxiliary Accounting Staff and effectively works to build a cohesive, collaborative and synergistic accounting team.
Oversees grant reporting and special reports required by regulatory authorities as well as coordinates external audits.
Oversees the accounting for all contribution and gift activities including preparation of report beneficiary distribution, investment performance reporting and computation of unitized investment pools. Prepares the indirect cost proposal, compliance with federal cost principles including cost accounting standards and development of other indirect cost models.
Other Functions:
Promotes and maintains an atmosphere of excellent internal and external customer service within the accounting department. Performs other duties as assigned.
SKILLS, KNOWLEDGE AND ABILITIES:
Extensive knowledge of generally accepted accounting principles and practices and proven ability to establish proper internal controls and procedures. Extensive knowledge of office methods and procedures; statistical and arithmetical presentation of data; and uses of computers in accounting functions. Thorough knowledge of governmental accounting methods and related rules, regulations and procedures. Knowledge of, or ability to quickly learn CSUMB and CSU policies and procedures. Ability to utilize problem-solving techniques to evaluate complex accounting problems, understand and apply applicable rules and regulation. Knowledge and ability to provide, develop and implement effective and efficient processes, procedures and solutions. Demonstrated ability to communicate effectively, both orally and in writing, with diverse student, staff, faculty, and community populations. Demonstrated knowledge of preparing financial statements and footnote disclosures in accordance with generally accepted accounting principles and the ability to work with both internal and external auditors. Experience with integrated financial systems and software implementation. General knowledge of the principles of personnel management and supervision and ability to effectively utilize management skills. Ability to plan, direct and review a variety of accounting and related activities and meet important deadlines. Ability to analyze financial and statistical data.
MINIMUM QUALIFICATIONS AND EXPERIENCE:
Equivalent to a Bachelor’s Degree in Accounting or a closely related field AND three years of professional level accounting experience, including two years in an administrative or supervisory capacity and one year, which may be concurrent, in governmental accounting or not-for-profit accounting. Additional experience beyond the minimum requirement, which has demonstrated that the applicant has acquired and successfully applied the knowledge and abilities shown above, may be substituted for up to two years of the education on a year-for-year basis.
SPECIALIZED SKILLS REQUIRED:
Proficient in the use of personal computers including word processing, spreadsheet, and database software. Demonstrated ability to address the essential functions associated with this position including the knowledge and abilities identified above.
DESIRABLE QUALIFICATIONS:
Master’s degree in Business Administration and/or CPA license. Experience in accounting for gifts and contributions programs, knowledge of and training in GASB as they relate to Auxiliaries. Experience with PeopleSoft Finance and experience with query tools such as BRIO or Crystal. Highly desirable: Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of mutual respect, collaboration and service orientation, multiculturalism and diversity, community service and institutional excellence. Experience working with a diverse and multicultural population and performing community services; demonstrated technical literacy. CONDITIONS OF EMPLOYMENT AND BENEFITS:
Salary commensurates with experience. This is an exempt position and as such is not eligible for the overtime provisions of the Fair Labor Standards Act. Benefits include medical, dental, vision and life insurance benefits, contributory retirement plan, TSA (403b), 13 paid holidays per year and other benefits. Foundation of CSUMB positions are "at-will" employment.
WORK ENVIRONMENT:
Typical office environment with standard equipment and tasks. Position is required to work at a computer/video display terminal and desk for extended periods of time. May require travel between campus offices and off-campus locations. Must have own transportation, valid driver’s license, and auto insurance. This position also requires sitting, standing, bending, pushing, pulling, talking and using manual dexterity, eye-hand coordination. Ability to lift 20-30lbs.
