Contracts/Subcontracts Manager

We require a seasoned Contracts/Subcontracts Manager to provide the full range of contracts support for a major program with multiple subcontractors. This person will provide guidance to senior company personnel working on the program for all contracting related matters over the full contract life cycle. The Contracts/Subcontracts Manager will ensure full compliance with all ICF policies and procedures and all applicable contractual requirements. The Contracts/Subcontracts Manager will interface directly with State officials regarding details of the prime contract as required. The Manage will provide guidance and supervision to a Subcontracts Administrator, and have overall responsibility for multiple subcontractors. The Manager will oversee the preparation and issuance of Subcontractor Task Orders, and ensure consistency overall terms and conditions of each subcontract.

The Contracts/Subcontracts Manager will continue to provide advice and guidance on contract management issues throughout the term of the contract. He/she will review contract management performance to ensure that contractual terms and conditions are being met and that ICF is following appropriate procedures. He/she will identify the need for additional legal assistance on particular contract issues and will work closely with the Director of Contracts.

The Contracts/Subcontracts Manager will be self-motivated and proactive in identifying and resolving issues impacting the effectiveness of the performance on the contract, or creating undue risk to the firm. He/she must interact well with external and internal customers to identify potential problems early and to be able to deal with any problems quickly. The Contracts/Subcontracts Manager must be able to work in a fast-paced, deadline-driven environment, where the workload will not be constant but will vary over time.

REQUIREMENTS
The Contracts/Subcontracts Manager will report to the Director of Contracts. He/she should have 10 or more years of highly relevant experience in Federal and/or State Government contracting, as well as experience dealing with large programs with multiple subcontractors. Excellent oral and written communication skills, strong educational credentials, and innovative problem-solving abilities are required. He/she must be willing to travel on occasion.
