Work is performed under the managerial direction of the Chief Financial Officer (CFO). The Comptroller supervises and controls all L-3 TLOTS accounting records, financial reports, and accounting systems and procedures.SUPERVISION RESPONSIBILITIES:
Supervision is exercised over all employees in the Accounting Division.WORK PERFORMED:
Supervises all accounting division staff. Controls budget to actual expenditures for all L-3 TLOTS departments, agencies, and capital projects. Monitors all internal financial and accounting controls and coordinates the annual external audit. Reviews present financial and accounting procedures and policies and implements changes and modifications designed to increase the efficiency and effectiveness of accounting operations. Coordinates overall accounting activities; sets, interprets, and implements policies; directs all accounting transactions and recordkeeping including microfilm records. Coordinates data processing and accounting functions, supervises use of and maintenance of the microcomputer local area network, directs the implementation of new computer software and systems. Advises the CFO and other officers and employees on accounting policies, rules, and reports. Assists the CFO with presentations of financial and accounting data to DOD, DCAA and other department directors. Makes special accounting studies and analyses of various activities of government processes. Assists in preparing the annual L-3 TLOTS Financial budget. Performs related duties as needed or assigned.PARTIAL LISTING OF MINIMUM QUALIFICATIONS:
Possession of a Bachelor\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\'s degree (Master\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\\'s degree preferred) in Accounting or Business Administration, CPA certification and ten years of progressively responsible professional government accounting experience with a strong emphasis in military and large DOD contracts or equivalent combination of education and experience which would provide the following knowledge, skills, and abilities: Thorough knowledge of modern accounting methods and procedures, financial reporting procedures, and the management of complex financial transactions. Thorough knowledge of Financial Accounting Standards Board (FASB) and Government Accounting Standards Board (GASB) rules. Thorough knowledge of internal auditing practices. Considerable knowledge of personal computers and EDP systems; skill in the application and use of personal computer software and mainframe computer systems. Considerable knowledge of current IRS tax code related to employer payroll management and current accounting rules and regulations of various federal departments. Ability to develop and apply modern accounting procedures and to plan, organize, and direct the installation of accounting systems and procedures. Ability to analyze and interpret fiscal and accounting data and to prepare appropriate statements. Ability to successfully supervise subordinate personnel and to establish and maintain effective working relationships with clients and DCAA audit teams. Excellent work history and attendance record. Liaise directly with Reston financial staff as required on all financial matters.Supervise and train all subordinate finance staff personnel.
