Business Analyst 3

Responsible for cost/schedule reporting for a variety of programs. Specific responsibilities include supporting program managers in establishing work breakdown structures, establishing budget baselines, implementing earned value reporting, submitting CDRL's as required, analyzing program status, and performing cost at completion estimates. In addition, this position will support internal cost reporting. Works on complex problems where analysis of situations or data requires an in-depth evaluation of various factors. Exercises judgment within broadly defined practices and policies in selecting methods, techniques and evaluation criteria for obtaining results.

Examples of Work:

1. Analyze spending rate to business plan for quarterly projections.

2. Compare sales and profit figures against Division plans and explain variances.

3. Analyze and reconcile complex program costing problems.

4. Participates in budget preparation and may authorize budget expenditures.

5. Establish system for business planning and tracking.

6. Analyze and reconcile program costs.

7. Review cost reports for labor and MODC expenditures by program.

8. Prepare and analyze monthly Cost-to-Complete data to evaluate program performance.

9. Compare actual sales and profit figures against forecasts and explain variances.

10. Maintain manpower requirements for program and financial planning.

11. Assist program manager in developing a comprehensive Program Management Plan.
REQUIREMENTS
-This position requires a minimum of 5-8 years of experience in budget development /financial analysis preferably within a government contract environment.

-A Bachelor's degree in Accounting, Business or related field or equivalent experience.

-Proficiency in Excel required. Proficiency with Microsoft Project 2000/2003, MS Word, and Power Point desired.

-Earned Value Management System (EVMS) and/or MPM experience a plus.
