Budgeting Specialist with a mimimum of 3 years budgeting and financial analysis experience needed for temporary project with public health government contractor based in Silver Spring, MD. Location is metro-accessible. Project is estimated for 2-3 months, covering for full-time employee on temporary leave. Full-time employment may be offered depending on position availability and consultant performance.

The Budgeting Specialist will be responsible for constructing and maintaining budgets for biomedical research projects, contributing to cost validation and verification, tracking expenditures against budgets, providing expenditure forecasting and performing ad-hoc financial analyses. Previous biomedical / biotech experience a plus.


Duties / Responsibilities

* Contributes to budget formulation by collecting and compiling budgets of consortium partners and vendors. May be required to negotiate with consortium partners or vendors to obtain costs that are within program limits/parameters.

* Works collaboratively with other staff and researchers to develop and validate specific cost elements (such as research study costs) in order to develop composite budgets.

* Participates in preparation of program/project budgets and supporting materials for submission to Federal clients.

* Monitors project and account balance tracking on annual basis using corporate and personal spreadsheet tools. Accounts vary from individual tasks to full program/project level. Obtains payment and expenditure information from various sources.

* Identifies inconsistencies between project and corporate records and works with corporate finance groups to resolve them.

* Prepares task and project budget forecasts based on current and historical expenditure rates and on terms of applicable subcontracts. Participates in rebudgetting and budget allocation analyses and decisions.
REQUIREMENTS
Technical Skill Requirements

Experience with Deltek required.
Strong MS Excel, MS Access and database skills. Must be familiar with tables, formulas, V/H lookups in MS Excel. Macros and pivot tables a plus.


Education Requirements

Bachelor degree in Finance or related field. MBA a plus.


Compensation / Benefits

Target range $25 to $35 per hour, non-exempt. Spherion W-2 consultants are eligible for benefits after 30 days on assignment, including medical, dental, vision and 401(k).
