BUDGET ADVISOR

OVERALL RESPONSIBILITY: Gathers and analyzes financial data; prepares reports and provides technical support related to the City's two-year and six-year budget. Advises City departments in meeting budget process requirements; special projects as assigned.
ESSENTIAL FUNCTIONS OF THE JOB: Compiles statistical and analytical data into reports addressed to decision and policy makers; analyzes budget requests for consistency, adherence to City goals, budget guidelines and sound business practices; advises departments in resolving problems and in meeting budget process requirements, provides training related to budget development and interim budget management requirements, and negotiates budget targets; completes procedural requirements related to budget process, including forecasting, technical assistance and completion of formal budget documents; provides recommendations for improvement of the budget process and participates in the development of the budget instructions and format; researches state and other requirements related to the budget; audits the implementation of budget goals, objectives, performance requirements, etc.; performs various computations of budget information; makes presentations to groups, including the City Council, on findings and analysis; meets with State Tax Commission and other outside agencies, representing the City in relation to assigned budget issues; creates and maintains a variety of schedules and linked programs on microcomputer or mainframe for revenue forecasting, cost planning and other assigned financial projects; monitors the department budget performance; serves as a budget advisor to assigned departments; formats and publishes electronic documents for interdepartmental use; instructs users in electronic processes.

REQUIREMENTS
QUALIFICATIONS OF THE SUPERIOR CANDIDATE: A Bachelors degree in accounting, finance or other business-related field and 4+ years of recent, experience in budgetary administration/financial management with a large complex budget (or an equivalent combination); formulation of yearly/biennial operations budgets, capital improvement budgets, economic forecasting and revenue projections. Highly motivated and strategic thinking, team oriented individual. Desire knowledge of Generally Accepted Accounting Principles for government operations.
REQUIRES: Knowledge of governmental budget theories and practices; of techniques and methods used in financial analysis and sound business practices; of relational database operations; of web publishing software and techniques.
Ability to analyze financial data, draw conclusions and prepare clear and concise reports; to communicate effectively orally and in writing; to establish effective working relationships with individuals at all levels. Skill in the operation of microcomputers to create and maintain various financial programs.
