BILLING MANAGER

Job Description:General Responsibilities Responsible for all AR functions to include establishing plans and procedures for new assignments and participation in the development of Project Numbering Schemes and WBSs, Manage 7 staff employees, 1 supervisor and 6 cost accountants Review the preparation of CPFF, T&M, and FP billings for submission to customers Review Project Status Reports (PSR¿s) for funding, cost and revenue information Review and reconcile complex unbilled amounts, CLIN/ACRN variances and address collections in order to balance, adjust and maintain the Detail AR Aged Report Maintain billing files Review final billings for closeout after final rates are received from DCAA Review monthly billings to ensure they are prepared and submitted to comply with deliverables deadlines and in accordance with the month end calendar Review the submittion of billings electronically to DFAS Review Project Profit and analyze funding, POP, labor categories Review Purchase Requisitions and Approve for proper Charging, Funding, POP, and Scope Review completed billing files with contract brief information and complete project history Review ITD Unbilled Analysis Maintain Unbilled Notes Database Responsible for all special projects, including contracts close-outs, preparation of Incurred Cost Schedules, staff training with focus on ISO compliance, Review Project Setup for correct elements (End User Customer, Business Size, Cost Accountant, Contract Manager, Value, POP, PM, Income State, Prime/Sub, CAS.Knowledge & Skills Requires 10 + years of Accounts Receivable/Contracts Billing experience Knowledge of financial policies and reporting procedures, contract types and billing terms and conditions, job cost flow and indirect rate application Requires professional maturity and ability to follow recommended procedures as defined by company¿s ISO and Contract Terms and Conditions. Ability to work effectively with little or no supervision to compete routine to complex tasks Prior experience with DCMA and DCAA audits
