Asset Management (Senior Development Officer

Asset Manager (Senior Development Officer), Housing Department, City of San Jose, CA

Starting salary: $ 82,326 with excellent benefits. The position is responsible for supervising a staff of five and managing a loan portfolio of over 1,400 loans with a total value of almost $500 million. The position manages all functions of the Loan Collections unit, including: collections of scheduled and net-cash-flow payments; review and evaluation of underwriting policies; review and evaluation of annual financial reports; negotiation with borrowers to cure monetary or technical defaults or revise business terms; verification of annual net-cash-flow payments receivable; development of expenditure and revenue projections; and preparation of complex quantitative and qualitative analyses and reports.

Experience sought for this position includes the knowledge of: legal aspects of asset management and portfolio operations; real estate accounting principles and practices; affordable housing programs and policies; real estate finance, development, and appraisal; government and private sector financing techniques and regulatory requirements; underwriting standards and practices for complex multifamily loan transactions involving multiple layers of financing; and nonprofit financial accounting related to single-asset entities.
REQUIREMENTS
Skills sought for the position include the ability to: review and knowledgeably comment on sponsor-prepared development operating budgets and pro forma projections; conduct complex research and analyses; multi-task and meet deadlines; develop and maintain effective working relationships with private and public agencies; and effectively supervise and manage professional staff. Strong communication skills, including excellent writing skills, are a must.

Minimum requirements for the position include a Bachelor’s Degree in Accounting, Economics, Business or Public Administration, or related field and five years of increasingly responsible professional level, directly related work experience, including two years of supervision. A graduate degree or units of graduate study are desirable.
