The Northern California Institute for Research and Education (NCIRE) is a research institute working in conjunction with the San Francisco VA. NCIRE has some of the country’s most renowned MD and PhD scientists working in partnership with the University of California San Francisco (UCSF) and the San Francisco Veterans Affairs Medical Center (SFVAMC) to integrate research interests with the needs of veterans.

NCIRE currently has an exciting opportunity in the new Center for Imaging of Neurodegenerative Diseases (CIND), for an Analyst IV – Supervisor.

Essential Functions:
•Supervise and manage 4 staff of the Contracts &Grants component of CIND
•Prepare grants applications for new research proposals, renewals, clinical and fellowship awards for Director of CIND
•Provide post award management for a variety of research grants
•Resolve financial issues at an independent level
•Work with Principal Investigator and CIND Manager to provide budget analyses and develop projections
•Monitor funds, budget variances and expense reporting and projections
•Create monthly budget reports
•Assign and/or re-assign workload for C&G staff to ensure deadlines and goals are met
•Recharge budget management of magnet billing services, totaling over $1 million in revenue.
•Monitor financial performance to achieve year end balance of recharge income and expenditures; identify and resolve issues.
•Prepare clinical trial budgets and contracts for submission and monthly invoicing per contract specifications, resolve any financial issues.
•Establish and maintain new system for inter-relational longitudinal budget analysis and projections
•Act as primary liaison in monitoring and resolving of financial and payroll-related issues
•Work on side projects related to research grants
•Perform other related duties as assigned
REQUIREMENTS
Job Requirements:
•BA/BS with major in a related field and minimum five years experience in administrative analysis or operations research; or equivalent combination of education and experience
•Proven analytical skills at a high level involving complicated projections and grants management
•Previous supervisory experience in related setting
•Previous grants management experience in related setting
•Previous experience with pre-award contracts and grants preparation and post award management in a university or research environment
•Experience and knowledge of NIH, DOD, NIA grant submissions
•Demonstrated financial management skills
•Ability to establish and maintain new budgetary tools in financial management of grant funds
•Ability to assess and respond to audit risks
•Demonstrated problem solving skills on complicated issues and finances.
•Ability to manage multiple projects, tasks and priorities to achieve desired goals
•Ability to analyze, problem solve, interpret and apply policies/regulations for several institutions
•Ability to work independently on large complex grant applications
•Ability to work independently as well as part of a team
•Computer literacy with full working knowledge of MS Word, Excel, Access, and the Internet
•Professional attitude with ability to maintain confidentiality on sensitive projects
•Strong time management skills
•Strong interpersonal, written/oral communication, problem-solving and organizational skills
•Able to prioritize workload to ensure deadlines are met
•Ability to work well under pressure and in an extremely fast paced environment
•Ability to successfully interact with a wide variety of individuals

Preferred Qualifications:
•Strong recent working knowledge of Weblinks and Proposal Express
•Knowledge of Solomon and Reqlogic
•Knowledge of UC/NCIRE/VA policies and procedures
•Experience with personnel contracts such as IPAs (Intergovernmental Personnel Agreements) and JPAs (Joint Personnel Agreements)
