The Coast Community College District is a multi-college district that includes Coastline Community College, Golden West College, and Orange Coast College. The three colleges offer programs in transfer, general education, occupational/technical education, community services and student support services. Performance Responsibilities
Under the direction of the District Accounts Payable/Budget Supervisor, to prepare or assist in the preparation of College-wide and District-wide accounting reports covering one or more programs, categorical programs, auxiliary accounts, budget accounts and others as assigned. This position is assigned to the Budget department and the major duties are related to the functions of District Budget; perform special fiscal projects; and perform other related duties as assigned.

a. Prepare or assist in the preparation of College-wide financial reports covering College programs and auxiliary accounts; provide direct accounting assistance to complex accounts and services.
b. May serve as second-in-command in an accounting function; provide work direction and guidance to department personnel; serve as a technical resource for staff regarding complex accounting transactions.
c. Participate in the development of the overall District budget and monitor fiscal expenditures and fund transfers are in accordance with State and District mandated accounting policies and procedures.
d. Analyze and resolve inquiries and problems regarding budget matters, account balances, fund transfers, encumbrances and others.
e. Interpret Federal, State and local rules and regulations to perform comprehensive accounting for categorical programs in developing general ledger, budgeting and financial/statistical reporting.
f. Under direction, to draft and assist in development of categorical program contracts for approval; develop fiscal information for associated budgets of grant proposals; monitor expenditures including payroll for assigned grants.
g. Prepare accounting items for Board of Trustees Agendas; assure compliance with Board policy.
h. Calculate contract salaries and benefits budget for assigned department; develop automated financial models to project and analyze costs and revenues.
i. Provide information and assistance to outside auditors as assigned.
j. Serve as a resource for a College or the District on assigned accounts.
k. Prepare financial research in response to requests; produce periodic financial aid budget reports.
l. Perform special fiscal projects as assigned involving College-wide or District-wide financial, budgeting and program matters.
m. Perform other related job duties as assigned.  


Minimum Qualifications:
Faculty/Educational Administrators complete the Equivalency Application only if you do not meet the minimum qualifications for the position you are applying to, and you wish to be considered.

Knowledge of:
1. Financial and statistical record-keeping techniques.
2. Accounting procedures and terminology used in a community college district.
3. Generally accepted accounting practices and procedures.
4. Modern office practices, procedures and equipment, including use of computers for word processing, spreadsheet and other financial software, and data base applications.
5. Operation of a computer and assigned software.
6. General accounting, budget and business functions of a college.
7. Preparation of financial statements and comprehensive accounting reports

Ability to:
8. Perform a variety of para-professional accounting work in the analysis, maintenance and review of financial and accounting records for assigned accounts, centers or programs.
9. Analyze and prepare financial statements, reports, accounts and records of revenues and expenditures.
10. Maintain accurate financial and statistical records and statements.
11. Verify, reconcile, balance, audit and adjust assigned accounts.
12. Communicate effectively both orally and in writing.
13. Work independently with little direction.
14. Plan and organize work to meet schedules and time lines.
15. Operate a computer and other office equipment.
16. Make arithmetic computations with speed and accuracy.
17. Provide work direction and guidance to others.
18. Establish and maintain cooperative and effective working relationships with others.

Education and Experience:
19. Education equivalent to an Associate of Arts degree in accounting or business administration, or other related field.
20. At least four years progressively responsible experience in accounting work.
21. Or, any combination of education and experience that would provide the required equivalent qualifications.  


Desired Qualifications
1. Experience working with budgets.
2. Experience with a variety of accounting software for maintaining, auditing, and reporting.  


Conditions of Employment
This is a regular full-time, 12-month per year position. The normal hours of work will be 8:00 a.m. to 5:00 p.m., Monday through Friday. The effective date of employment will be arranged with the supervisor.

4. Describe your experience in auditing accounting documents before posting to accounting software programs.  


Salary Range
$3,347 (Step 1) to $4,074 (Step 5)
Salary Range E-49
Based on the 2005/2006 Salary Schedule  


Pay Philosophy
Starting salaries for support staff positions begin at Step-1 of the salary range. The first salary advancement is at the end of the 6-month probationary period. Further advancements are on an annual basis.


Starting salaries for management and supervisory positions are based on a combination of education, qualifications and experience. Initial placement is within the starting salary range. Further advancements are based on initial salary placement.


Starting salaries for academic positions are based on a combination of education and experience. Initial placement is within the starting salary range. Further advancements are based on longevity and professional development. An additional annual stipend is offered for possession of an earned doctorate from an accredited institution.  

 
Work Schedule
8:00 a.m. - 5:00 p.m., Monday through Friday with some flexibility required during peak periods.  


Benefits:
The District provides a comprehensive benefit program effective the first calendar day of the month following the first day of regular employment. Dental and vision care plans for employees and dependents, and life insurance and income protection plans for employees are fully paid by the District. A variety of medical plans covering employees and their dependents are available, with the District paying the major portion of the cost. Other liberal benefits include, on an annual basis: vacation, 12 days the first year; sick leave, 12 days; holidays, averaging 12 days. Employees participate in both the Public Employees Retirement System and Social Security.
